Job Opening: IT Manager – Full time  

About the Role 

The Binational Agricultural Research and Development Fund (BARD), which supports joint U.S.-Israel research and development in agriculture, food, and nutrition, is recruiting a full-time IT Manager. This position offers a unique opportunity to lead the organization’s information systems, working independently while managing end-to-end infrastructure, systems, and security. The selected candidate will be responsible for managing, implementing, and maintaining the organization’s IT systems and databases in cloud environments, as well as overseeing cybersecurity. 

Position Details 

  • Employment type: Full-time 
  • Location: Agricultural Campus (HaKirya HaHakalait), Derech HaMaccabim, Rishon LeZion 

Key Responsibilities 

Information Systems & Grants Management 

  • Full responsibility for maintaining, upgrading, and developing data systems 
  • Includes backend development (WinForms, WPF), web interfaces (MVC), and database management (SQL Server) 

IT Infrastructure & Support 

  • Provide technical support to staff (7 employees) 
  • Manage end-user devices 
  • Operate IT infrastructure in both on-premises and cloud environments (Microsoft 365, Azure, AWS) 
  • Maintain organizational servers 

Information Security & Privacy 

  • Implement information security policies and procedures 
  • Ensure data integrity and availability 
  • Maintain compliance with international standards and protect data privacy 

Digital Transformation 

  • Lead initiatives to improve organizational processes using advanced technological solutions 
  • Includes automation and data analysis tools 

Support for International Activities 

  • Provide technical support for U.S.-Israel activities 
  • Manage the funds submission portal  
  • Update and maintain online forms 
  • Handle submission issues during annual cycles 
  • Ensure proper functioning of the website 
  • Implement email distribution systems for high-volume mailing 

Requirements 

  • Professional certifications in IT or cloud systems (e.g., Microsoft 365, Azure, AWS, CCNA) 
  • 2–3 years of experience managing IT systems in a small to mid-sized organization 
  • Backend development experience, with strong knowledge of .NET – a significant advantage 
  • Experience managing SQL Server databases 
  • Experience with Microsoft 365, SharePoint, and web-based systems 
  • High proficiency in Hebrew and English, including working with international stakeholders 
  • Familiarity with the research and development environment – an advantage
